Projects progressing smoothly: UD Dept

ITANAGAR, Oct 15: The delay in implementation of the projects under Basic Services for Urban Poor (BSUP) and Urban Infrastructure components of JnNURM sanctioned by the Central Ministry of Housing & Urban Poverty Alleviation and Urban Development respectively at the initial stage was due to some administrative reasons. Clarifying the news items published in this daily on October 14 and 15  regarding CAG reports on status of implementation of the projects, the Joint Director of Department of UD & Housing, in a release said that  Karsingsa Housing project, Nirjuli, was delayed at the initial stage on account of shifting of the project site from Karsingsa to present location at Nirjuli as the land available in earlier location was inadequate.  Delay was also due to other administrative reasons as the department cannot right away implement the CSS project on receipt of the sanction and release order from the Ministry, the release said. The Central Ministry has extended the time line for completion of the project up to 31-03-2014 and the projects are accordingly in progress as per time schedule, the release added.

It claimed that out of 47 Blocks (752 DUs), 6 Blocks (96 DUs) up to ground floor, 15 blocks (240 DUs) up to first floor, 8 blocks (128 DUs) up to 2nd floor; 3 blocks (48 DUs) up to 3rd floor; and earthwork excavation in foundation of 15 blocks in progress have been completed and boundary wall and approach road are under progress.

“The Govt. of India had released first instalment of Rs.1014.81 lakh which is 25% of its share against which 30% physical progress has been achieved as on date,” the release said adding that the project executing agency M/s National Project Construction Corporation Ltd (NPCC), New Delhi was provided Rs.450 lakh as mobilization advance/payment against an Indemnity Bond of proportionate amount in lieu of the Bank Guarantee as the agency (PEA) is purely a Govt. of India Enterprise.

With respect to the observations of CAG, the Department had already furnished para-wise and point-wise replies based on the factual position against the preliminary performance of audit reports.

Further, the independent Third Party Monitors appointed by the Central Govt. are monitoring the implementation of the projects on quarterly basis right from the commencement of the project, the release informed.

Regarding the Inter State Bus Terminal (ISBT) and Inter State Truck Terminal (ISTT), it clarified that these projects are executed strictly as per the original detailed project report (DPR) without deviation. In this case also, there was a bit of delay in implementation of the project on account of administrative reasons at the initial stage as the Department cannot right away implement the CSS project on receipt of the sanction and release order from the Ministry, the release said.

“The present status of the projects is quite remarkable in terms of physical achievement being 64% and 47% in respect of ISTT and ISBT respectively. These projects will be completed according to the sanctioned amount without scope for revision with the prescribed time frame up to 31-03-2014.”

Mobilization advances in case of these projects were provided to the concerned firms against execution of proportionate amount of Bank Guarantees only to be recoverable with 10% simple rate of interest.  “The deadline for completion of the project Improvement of Road Network in Itanagar (Capital roads) is also extended up to 31-03-2014 as re-scheduled by the Ministry. The project is being executed by following all the specifications and conditions in the DPR. Proper cambering in the roads was maintained at all the stages of the road by using the templates.”

Govt directives against bandh

ITANAGAR, Oct 15: Stating that the state Govt has decided to deal with the bandh calls seriously, the chief secretary today informed that directives to all state Govt offices in the Capital Complex including secretariat/ department offices have been issued to keep their offices open during the proposed 12 hours capital bandh called by an organization on Oct 17.

Citing the Supreme Court and various high courts orders which declared the bandh illegal, the chief secretary  further said  as per Govt directives, state transport service, hospitals, schools  shall function smoothly during bandh days and Police department shall ensure adequate mobalization  of force to ensure that no untoward incident take place during the bandh.

The Capital Complex district administration had already declared the proposed bandh illegal  and directed the Itanagar SP to take all necessary preventive steps.

 

 

PPWC seeks written assurance on power scenario, decides to go ahead with 72 hrs East Siang bandh

ITANAGAR, Oct 15: Pasighat Peoples’ Welfare Committee (PPWC) has decided to go ahead with its 72 hours East Siang bandh from October 16-18 due to non-fulfillment of their demands for restoration of power supply in the district, informed PPWC Chairman Okom Yosung to this Daily this evening.

It is worth mentioning that a meeting was held at Chamber of Deputy Commissioner, East Siang district, Pasighat this evening regarding restoration of power supply in which PPWC demanded that in case of any default in power supply to Pasighat, the concerned authority should restore it within 24 hours particularly between Aalo to Pasighat line.

However, the concerned authority could not fulfill the demand of PPWC in the meeting.

Earlier, addressing the meeting, East Siang District Deputy Commissioner RK Mishra informed that as a result of hard work by the power Department, power supply has been restored.

He urged the power department to notify the public as and when there is any power failure for more than three hours.

He further said that, in the case of power failure due to faults of minor nature like faults of the electrical poles/towers within the jurisdiction of East Siang District the same would be locally managed and every effort would be made by the department to restore it and even special teams will be deployed and stationed to address all the problems.

He also assured that he would personally take up the issue related to the power problem at the government level and efforts would be made to see that power supply to Pasighat town and adjoining areas is available without interruption in the coming days as Pasighat would receive uninterrupted power supply from Assam as mandated by Govt. of Arunachal Pradesh. Further considering the ongoing festival season and sentiment of  the local people,  he requested the civil society to come forward with a resolve that no hardship is caused to the public during the festival time for which he requested that no steps should be taken to disturb the peaceful atmosphere of the town.

Power department SE, R Bado assured to the public representatives that from now onwards the general public and public leaders, executive members of PPWC, senior citizens would be kept informed by the power department and the power would be restored within hours if the problem is minor in nature. In major cases the efforts would be made to get it restored within shortest possible time.

Both Bado and Mishra appealed to the PPWC to call off the proposed Pasighat bandh. But, the PPWC Chairman refused to call off the proposed bandh due to failure on the part of concerned authority to give written assurance as people of Pasighat had already witnessed impact of lips service particularly in electricity issue.

 

 

CMO should monitor road renovation works’

ITANAGAR, Oct, 15: Holding the PWD engineers directly responsible for the bad road condition in capital complex, including the NH-52A road, social activist and Sango Lamte Foundation Chairman Payi Gyadi has demanded that road maintenance works within Capital Complex should be monitored by Chief Minister’s office.

Alleging dereliction of duty by the engineers of the department concerned, Gyadi said  that the unskilled laborers from out side the state are doing the road works without any technical guidance from the engineers which led to sub-standard work. “Where there is no proper cement-sand-water ratio how can you expect quality work,”? He questioned.

Further, good road infrastructure is a must to woo tourists besides people’s hospitality and cleanliness of the towns, he said.

A clogged and cracking road would never help increase tourist inflow, he said and urged the state government to instruct its employees to strictly follow the guidelines while constructing roads, culverts, bridges etc.

 

 

DRDA governing body approves AAP for SGSY

Daporijo, Oct 15: The 31st Governing Body meeting of District Rural Development Agency (DRDA) here today reviewed and approved the Annual Action Plan for SGSY 2012-13 with a proposed amount of 343 lakh for all the 9 CD Blocks of the district, Administrative Budget of DRDA, Upper Subansiri and appointment of Chartered Accountant by the agency and also discussed on other important issues.

The meeting was chaired by Nakap Nalo, Chairperson, Zilla Parishad and attended by the Deputy Commissioner-cum- CEO Tahang Taggu, PD DRDA S. Potom, PRI members, HoDs, BDOs and DRDA officers and officials.

Presiding over the meeting, Zilla Parishad Chairperson Nakap Nalo expressed that only full participation and cooperation of all the PRI members in the process of Development would lead to the rural population reaping full benefit. Adding that government officers working in tandem with PRI members sped up the process, he made a special mention of Block Development Officers of the interior areas of Siyum, Nacho and Limeking- Taksing for their efforts and cooperation in educating the masses on the different schemes of the government.

Nalo also laid particular emphasis on the need to concentrate on group beneficiaries in SGSY as it would lead to the benefit of a larger number of people.

Deputy Commissioner-cum-CEO Tahang Taggu emphasized that the schemes discussed and selected by the Governing Body should be faithfully implemented at the field level. Schemes should be made and selected seeing their suitability to the particular area concerned and not in general, he suggested.

The DC also requested all PRI members present to see that genuine beneficiaries reaped the benefit as all the schemes under the CD blocks were for BPL households. No compromises should be made in their selection, he said. He also enjoined all the BDOs to take initiative in completing all the processes involved so that schemes did not lapse and told them to concentrate and work for the backward and  poor people of the rural and interior areas to lift them from below poverty line to lead a better life.

Project Director S. Potom said that success of the DRDA was reliant on the active support of the PRI members to the BDOs and officers and officials of the DRDA.

ZPMs Duma Yekar and Y. Muri also spoke on the occasion, raising important points and suggestions for discussion during the meeting.

NES team visits Buka, villagers appeal Govt to take up  eviction issue seriously

ITANAGAR, Oct 15: A Nyishi Elite Society (NES) team led by its presidents Bengia Tolum visited Buka village under Kimin circle today to ascertain the ground reality where Assam Forest officials and Police Personnel dismantled one Anganwadi SPT building/centre within Arunachal territory without any reason on Saturday last.

The village elders of Buka informed the media persons that the Assam officials who carried out the eviction drive directed the villagers of Buka to avoid construction of any permanent structures in the village including pillars of their dwelling houses.

They further informed that, in 2010, Assam officials had evicted government primary school, Buka and some miscreants had also stolen all the electric wires installed by Arunachal government at Buka.

They further said that though the state government has reconstructed another primary school in the hill side after demolition of primary school by Assam officials in the plain area, the said school was again damaged by an elephant in the same year. Since then, no academic classes were held in the said school and the teachers also stop visiting the school.

The villagers expressed their displeasure over the carelessness of the state government despite complaint lodged to concerned authority regarding illegal eviction. They said the state government needs to look into the matter seriously this time and take steps for construction of road from Doimukh to Kimin via Buka without touching Assam immediately.

Meanwhile, terming the dismantling of Anganwadi centre as aggression, NES President Bengia Tolum expressed his disappointment over the eviction drive carried out by the Assam officials.

He said, whether Assam or Arunachal government, a prior notice should be issued to concerned authority and the concerned village head before carrying out any eviction drive in the Assam-Arunachal boundary area.

Though the people of Arunachal Pradesh are maintaining brotherhood with the people of Assam, but Assam officials frequently carry out eviction drive against Arunachal people along boundary area without any prior notice and information, which is very unfortunate, he added.

He urged the Assam officials to maintain status quo as per the Supreme Court directive on inter-state boundary row.

He further urged the Assam officials to immediately return the blank paper to concerned authority of Arunachal Pradesh on which Buka village Gaon Burah has put his thumb impression under pressure on Saturday at Buka, adding that such forceful collection of thumb impression from Gaon Burah by Assam officials is not a good sign.

Meanwhile, an official from district administration Assam who accompanied EAC Kimin on their way to Buka village said “there was no any information from Forest department to North Lakhimpur District administration regarding the eviction drive.

The Assam official who also emphasized on cordial relation between Assam and Arunachal assured that the matter would be investigated.

 

 

MP visits flood affected areas, criticizes authority for pathetic Pasighat road condition

ITANAGAR, Oct 15: MP Ninog Ering visited the worst flood affected areas at Mirem, Bilat, Ledum and Kora on Sunday last to take stock of the extent of damage caused by the second wave of floods to the standing crops, infrastructure and road connectivity.

He was accompanied by the BCC President Takir Kakki, VP Rari Riba, former ZPM Dosen Ringu and engineers of PWD and WRD.

The MP directed the EE PWD to prepare a detailed plan to address the damage caused by floods. He gave spot sanction of five lacs to start initial work of road clearance with the help of departmental and locally managed JCBs and laborers. He further assured to take up the issue with the state government and DoNER ministry for necessary funding.

During his visit, Ering prioritized restoration of MICs in the areas and sanctioned Rs 3 lacs each to Ledum and Bilat and Rs 4 lacs to Mirem.

Meanwhile, EE (PWD) J Langkam informed that blockages are yet to be cleared at more than fifty places and in many places the rain also washed away formations, culverts and retaining walls adding that for proper restoration an estimated 10 Crores of amount will be required.

It is worth mentioning that the NEC funded interstate Laimekuri-Nari-Telam-Rema Camp Road has also been blocked and damaged due to landslides induced by heavy rainfall creating problem for the commuters.

Later, Ering along with engineers of PHED visited the damaged water supply pipe line to Pasighat Bazaar areas.

During the formation cutting of the proposed ‘Amusement Park at Pane Korong’ by Urban Development department the pipe lines were damaged causing severe water crisis in bazaar area, police colony and adjoining areas in particular. The MP sanctioned three lacs on the spot for immediate restoration of drinking water pipe line.

Further, the MP has expressed concern over poor maintenance of the roads within Pasighat Township by Urban Development Department using huge funds provided by the government.

Taking the dilapidated road condition, he criticized the executing agency and contractors for their inability to repair the damaged road up to the expectation. He said the road didn’t last even for a year and the pathetic road condition has left the residents in a state of worry, adding that action should be initiate against the erring officers and contractor(s) as per law. People blame UD dept for drinking water problem

PASIGHAT, Oct 15: The indifferent act of Urban Development (UD) department in East Siang, which has been facing massive criticism for its alleged failure to maintain the drainage system in Pasighat Township, has once again drawn massive public ire this time for an unjustified reason.

The (UD) department has engaged some JCB excavators for digging a large area for construction of a “Swimming Pool” at Pane Korong, and in the process all the water supply pipelines in the township have been indiscriminately damaged causing disruption in water supply to hundreds of families of Solung Ground colony, APP colony, Upper Bus stand, Mission colony and a part of Pasighat Bazar

The sufferers said that the UD department is accustomed to break drinking water pipelines without any hesitation thus showing utter irresponsibility.

“The excavators engaged by UD department smashed all water supply pipelines at Pane Korong site without any hesitation. We are demanding the UD officials to repair the broken pipelines as soon as possible, but they are not paying any heed towards our problem. We are suffering from acute drinking water crisis since October 1 last”, said the sufferers.

Angry over the inaction of UD department, the residents on Sunday assembled in a public meeting at Pasighat Solung Ground to discuss the problem.

Addressing the meeting, public leader Kaling Moyong severely criticized the imprudent acts of the UD officials and warned them to refrain from any developmental initiative at the cost of common people. Needless to say that drinking water is much more important than a swimming pool, he opined.

According to the PHE department, it was unaware of the fact as the UD did not intimate them about the initiative. However, the department has partly restored water supply through an alternative pipe line.

Assistant Engineer of PHE, Nyong Paloh informed that men and machineries have been pressed into service for restructuring the water pipelines.

Eminent citizens, including BJP district president Denniel Mibang, PPWC member Mitin Osik, Solung Ground Development Committee president and secretary Talem Padung and Gumin Taki and several others have attended the meeting and unanimously resolved to move the district UD department for proper planning and development in Pasighat urban area.

 

 

Centre issues guidelines to states on project sanction

New Delhi, Oct 15: The Centre has issued guidelines asking the state governments to incorporate plans for water conservation and sewage disposal in the Master Plans for cities before any projects are sanctioned.

Urban Development Minister Kamal Nath said that in the next phase of the Jawaharlal Nehru National Urban Renewal Mission (JNNURM), sustainable cities would be encouraged.

"We are building it in, we have asked all states to build it in their Master Plans - water conservation and sewage. In all building plans that they sanction, they must ensure that it is a part of their Master Plans," Nath told reporters here on the sidelines of a function organised by CII and ITC.

"We have already issued the guidelines," Nath said.

The Minister also said that the central government was also trying to promote cleaner cities in the next phase of JNNURM.  "We are going to see how carbon-neutral they are, how are they bringing in sustainability concerns. That will be a part of the next JNNURM," Nath said.

Earlier, in his speech at the function, Nath said that the government was planning to develop smart cities across the country.

He said that the country was urbanising at a very rapid pace and the number of people living in urban areas and the number of cities was expected to increase substantially in the coming years. PTI

 

 

It is wise to strike when the iron is hot

With the outbreak of violence between indigenous Bodos and illegal immigrants in Bodo Territorial Autonomous Districts, the smoke of uncertainty and fear loomed large throughout north eastern region. Assam is burning as the indigenous people in unison had stepped up their outcry against the influx of outsiders to their state. Various political and non-governmental organizations including student unions in other NE states too are apparently readying themselves to pressurize their respective governments against the influx of outsiders. Ever since the violence broke out in BTAD that swelled to every periphery of Assam, the immigrants under pressure are looking for safe havens and Arunachal can be the softest target.         

 Bengal Frontier Regulation Act 1873 safeguards Arunachal Pradesh from exploitation by making Inner Line Permit mandatory for outsiders to enter the state. But despite such constitutional guarantee the flow of immigrants to the state is constantly flourishing.  As specified in Section 3 of Inner Line Regulation or Bengal Eastern Frontier Regulation 1873, outsiders or any Indian national other than the indigenous should possess Inner Line permit to enter the state of Arunachal Pradesh. Section 7 of the regulation guarantees the legal rights of the tribals or natives on their land. The outsiders are not entitled to acquire interest in the land or the product from the land within the inner line without obtaining sanction or permission from the local administration. The basic aim of the regulation was to regulate the commercial and economic intercourse between the tribals and the non-tribals.  Article 371(A) and 371(G) protects the religious and social practices, customary laws, ownership and transfer of land, administration of civil and criminal justice but unlike two other ILP states of Mizoram and Nagaland, the state of  Arunachal Pradesh does not enjoy these special constitutional provisions.

The provisions enshrined in Bengal Frontier Regulation Act 1873 were practiced in letter and spirit till 80s but gradually Inner Line Permits became mere official obligations. Earlier ILP was rightly issued by local administration only when a local undertakes as guardian but gradually availing ILP became an easy job.

 The present trend of influx in Arunachal Pradesh is alarming. There are reportedly thousands of illegal Bangladeshis in the state and Changlang - Tirap –Lohit and twin capital cities Itanagar-Naharlagun are the worst sufferers. The locals own private educational institutions, business establishments, small scale industries, and other economic activities but they get mere monthly commission or rents whereas actual profits go to the pockets of exploitative traders and businessmen who run such sources.

Local business houses without a second thought and without going through their background practices the tradition of hiring wage labourers from outside who are left astray after their purposes are served.  Once they are strayed, proximity with locals is developed leading to transformation into legitimate guts to commit crimes of various magnitudes. In such instances the local public leaders come forward to their defence. In true sense the locals are solely responsible for the influx as they in different capacities often look forward for low paid labourers and stand like a rock in their defence. These practices contribute largely to degradation of social systems and augmentation of law and order problems.

 In paper, “Bengal Frontier Regulation Act 1873” protects Arunachal Pradesh from illegal infiltration but in reality there is no mechanism in place to check influx. Encouragingly during the monsoon session, Chief Minister Nabum Tuki stated on the floor of the state assembly that his government would soon form a panel to study the issue of Bangladeshi illegal migrants and prepare a report for detailed discussion and action.

 It is to be noted that in 2010 the state government had set up special task forces in each district to detect and identify illegal migrants. Detention cells were established in every district to detain outsiders found without ILP. To monitor illegal migrants and their repartition a DIG (Intelligence) was appointed as state nodal officer. But follow up action missed till date.

The state government therefore without delay should constitute the panel and direct district administrations to initiate checking of ILPs throughout the state and on identification of people without documents should be immediately deported.

 At the same time the indigenous locals should come forward and help the authority in identifying and deporting illegal people without ILPs out of the state. Legislature, executive, judiciary and the press are equally duty bound to withhold the ILP culture. Every right thinking citizen should realize their responsibility and contribute towards stopping further exploitation by illegal migrants. The movement against Bangladeshis launched by AASU in Assam has compelled the migrants there to look for safe havens, and Arunachal is treated safest in absence of any resistance from local people and its government.

 If not woken today, tomorrow may fetch innumerable hardships as the possibility of our culture and land being invaded cannot be ruled out if we still prefer deep slumber.  It is wise to strike when the iron is hot.

Handicraft items of Poma BPC draw crowd in IIGF

ITANAGAR, Oct 15: Bamboo-based handicraft items of Poma Bamboo Processing Center (BPC) in the Indian Handicrafts and Gift Fair (IIGF) autumn 2012, which began today in Delhi have received good response so far.

As a promotional venture, Arunachal Pradesh Bamboo Research and Development Agency (APBRDA) vice chairman Yura Tagung has taken the initiative to introduce the local bamboo based enterprise and the export potential of handicraft items of Arunachal Pradesh in the international market. The Poma Bamboo Processing Center is run by Techi Anna, ASM cum Chairman Poma BPC.

Poma Bamboo Processing Center in association with Arunachal Pradesh Bamboo Resources and Development Agency is participating in the IIGF Autumn 2012 from October 15 to 18.

 

Blood grouping programme

ITANAGAR, Oct 15: Doimukh Nyedar Namlo Unit has conducted a blood grouping (typing) programme on October 7 and 14 at Doimukh Nyedar Namlo.

Blood grouping of around 250 family members have been done during the programme, informed Taba Takam, Secretary of Doimukh Nyedar Namlo Unit.

NIBA Hospital Pappu-Nallah  Naharlagun has provided technical support to Laboratory Technician Uttam Borah and his  team during the camp while the equipments were provided by M/s Eldorado, Naharlagun.

Earlier, Dr. Chukhu Nirmali (Taba) explained the importance of blood grouping and donation.

The main objective of this programme was to keep the records of all the blood groups within the believers of Aane Donyi and donate blood to the needy persons.

 

Farmers training programme

ITANAGAR, Oct 15: As a part of the its endeavour to introduce latest farm technology at the farmers  level, Krishi Vigyan Kendra, West Kameng, Dirang organized a two days interactive training cum demonstration  programme  at Morshing   for the farmers  of Morshing, Domkho and Sanglem villages under West Kameng district on Oct 12 and 13. Altogether 60 farmers from  three villages took part in the programme.

The programme organized on the subject “Post Harvest Management of Apple” was sponsored by National Horticulture Board, Gurgaon.

Pradip Kumar, CEO of Agritech Inc. New Delhi, an invitee resource persons apprised and demonstrated  the   latest tools and equipments pertaining to management of apple and kiwi to the farmers.

Dr. Divya Pandey, SMS Home Science demonstrated the methodology of  making value added products like Jam, Jelly etc. through use of  unmarketable  horticultural produce.  Tara Shankar Mishra, SMS Horticulture and Ashish Kumar Singh SRF, NICRA provided the much awaited respite to the farmers through their interactive session on various plant and fruit diseases in the area. Dr. N.D Singh, Programme Coordinator of the Kendra also spoke on the occasion. Nawang Lobsang, Horticulturist, Govt. Apple Farm, Shergaon, N. Youth training camp at Daporijo

ITANAGAR, Oct 15: One-day youth training camp was organized on 10th October at Daporijo by Youth Congress Booth Committee in collaboration with the Arunachal Youth Congress of Upper Subansiri district.

More than 450 youths from different parts of district took part the programme. Addressing on the occasion Yari Dulom, president Arunachal Pradesh Mahila Congress Committee urged the youth to come forward to take part in such programme for the well-being of the society and nation.  Lok Sabha Youth Congress Committee president Dikto Yekar  has highlighted the importance of the training programme.

 

ATA EK unit mourns teacher’s death

ITANAGAR, Oct 15:  The Arunachal Teachers Association East Kameng District Unit today mourned the death of  Laying Natung (36), who died on Saturday at Seppa.  Late Laying was serving as assistant teacher at government primary school, Arunodaya, New Seppa.  He is survived by wife and a son and a daughter.

Expressing deep shocked at sudden demise of Laying, ATA EK unit termed the death as great loss to teaching fraternity and society as a whole.

 

Unfair means and favouritism in APPBn/IRBn recruitment alleged

ITANAGAR, Oct 15:  Joining chorus with the Lower Subansiri District Nyishi Students Union in demanding immediate transfer of SP and fresh interview, All Yachuli Students Union today alleged unfair means in recently concluded APPBn/IRBn personnel recruitment drive at Ziro in Lower Subansiri district.  

In a representation submitted to deputy commissioner Lower Subansiri today union alleged that recruitment drive was not properly conducted, rather manipulated by the board members. Alleging that candidates were demanded huge money by the examination board members headed by the superintendent of police, union demanded immediate suspension of SP.   Further, it also demanded for the fingers print test of selected candidates and immediate cancellation of recruitment in the district.

 

Society seeks relief, demands infrastructure development

ITANAGAR, Oct 15:  The Charto Valley Welfare Society Taliha of Upper Subansiri in its representation addressed to the  Chief Minister sought immediate relief claiming that rodents have extensively damaged the crops in the area.

In a separate letter to Minister Power, the society said that due to lack of infrastructure  for Taliha electrical sub-division, most of the government staff  cannot stay there for longer period. It further demanded the government for  construction of office building and staff quarters of power sub-division at Taliha.

 

Association demands fresh advertisement

ITANAGAR, Oct 15:  Strongly opposing the recent advertisement for five junior engineers (E-M) in Hydro Power Development, Unemployed Arunachalee Engineers Association (Electrical) today demanded for the re-advertisement of posts saying that department has totally neglected the  electrical branch in distribution of posts.  Association also urged the department to strictly adhere to recruitment rules and follow the syllabus as per recruitment rules 1993-2005.

 

Women healing crusade held

ITANAGAR, Oct 15:  A three-day women healing crusade which was conducted by Arunachal Pradesh Christian Church Council at Nirjuli concluded on Sunday.  Hundreds of believers attended the crusade and fifty five sick people were benefited  by  the healing crusade. Among others, Palin MLA Takam Tagar attended the programme.

 

ACF Delhi gets new church

ITANAGAR, Oct 15:  Arunachal Christian Fellowship Delhi celebrated its 100th Sunday fellowship and inaugurated its new church at Mukherjee Nagar in the presence of Pastor Naga Baptist Church Delhi, Rev. Ricky Medong and his wife yesterday.

The Sunday service was attended by students and working professionals in Delhi.

The ACFD members conveyed their gratefulness to Khoda Apik and Taba Yakam for their contribution towards the church infrastructure.

Rural Students need more attention from Govt

Dear Editor,

Through the columns of your esteemed Daily, I intend to draw the attention of authorities concerned toward the shortcomings in education sector.

In the midst of social disturbances, we may have become apathetic or oblivious of the problems confronting the schools of far-flung areas. The interior areas deserve more and immediate attention of the authorities. From the newspaper reports, it is abundantly clear that the schools of the far-flung areas are facing acute shortage of teachers. This fact naturally generates the question: where have the surplus government teachers gone? This is not meant to ignore the contribution of sincere ones. Statistically, we have more than 30,000 regular school teachers apart from thousands of contractual employees. Today, these learned teachers are one of highest paid sections of employees. With the implementation of 6th CPC and recent hike in pay of SSA teachers, there is little or no room for excuses. Obviously, the problem lies in pro-urban positing. Only around 20% of workforce is serving in the remote circles. This is one of the factors for migration of people from rural to urban centers. Instead of endless and indiscriminate appointment of teachers, the government should aim at optimum utilization and balanced distribution of the existing staff. As of now, these educators are one of the highest paid sections of employees in Arunachal Pradesh. Owing to imbalanced deployment, the workloads in the rural belts are very heavy .The demand of the time is to rectify the system so that they are made more accountable. None will raise any objections to grant of incentives provided it commensurate with the workload and responsiveness to social need and aspirations.

Unfortunately, this major issue is yet to get the due attention from the students union and other NGOs .The grant of incentives in quick succession has failed to bear the desired fruit. Here, it may be pertinent to have retrospective analysis. In the 70s and 80s, teachers were deeply devoted to their job even in the face of meager wages, lack of road connectivity and host of other hardships. Sea -change has occurred since then in terms of remunerations, transport and other amenities. The interior areas are endowed with rich natural resources like bamboos and other construction materials. Where there is a will: There is a way. Quarters can be constructed by the locally available materials. SPT buildings and permanent residential quarters can be taken up in a phased manner.

In order to overhaul the department, a strong political will is essential. I hope, the Minister Education will ponder the issue and take effective measures so as to ensure that the students of hard belts are not deprived of teachers and other educational facilities.

Govt of AP deserves appreciation

Dear Editor,

Through your esteem daily I on behalf of the flood affected people of Lower Dibang Valley would like to express my views regarding action taken by state govt for the people of district. A high level team comprising of ministers and officials which included WRD & SW & CWD minister Newlai Thingketra and education minister Bosiram Siram provided special relief package for affected villagers of Dambuk- Paglam- CD-Block for Anpum and Paglam in the form of Rupees 5 lakhs. The team was accompanied by home constituent leader and MP Rajya Sabha Mukut Mithi, who contributed Rupees 25 lakhs as special package from his MPLAD fund for restoration of essential services specially water supply (drinking water) & electricity which was disrupted by the recent flood. Hence being a non political social organization we would like to extend gratitude and special thanks to Chief Minister Nabum Tuki along with team ministers and the MP Mukut Mithi for their prompt response towards grief stricken people of Lower Dibang valley. Local MLA Dambuk Jomin Tayeng, IAS (Retd. Chief Secretary) also deserves applause for his contribution of 2 nos. of country boats for Paglam circle which was used for evacuating the affected people. NHPC also provided 280 bags of cement with district administration for protection / restoration of deopani mini hydel project Roing.

Dengue cases increasing

Cases of dengue fever have shown a marked increase across the world in recent years. More than 2.5 billion people, accounting for over 40 per cent of the global population, are at risk and the World Health Organisation has said that there are likely to be 50 to 100 million dengue infections every year.

While Southeast Asia and the Western Pacific countries have been home to dengue, South Asia is rapidly emerging as a hot spot.

According to health ministry sources, a total of 12,500 cases of dengue fever have been reported from southern states of India  – a four-fold rise in the disease compared to last year’s 2859 cases. Alarmingly, 77 people died due to dengue fever this year compared to 33 deaths last year.

The huge hike is posing questions about the way India is going about its dengue prevention and control strategy aimed at source reduction. The government is now trying to rope in rural and urban local bodies for carrying out a special campaign for sanitation and cleanliness, fogging, increasing sentinel surveillance sites and training of health personnel.

So disturbing is the situation in Sri Lanka that the island nation deployed 10,000 its army personnel to clean stagnant water and other mosquito-breeding grounds to tackle the breeding of dengue-spreading mosquitoes. Officials say that 15,000 people were infected with dengue in the first five months of this year. This compares with 10,300 infected during the corresponding period last year. 75 people died this year.  33729 suspected dengue cases have been reported to the Epidemiology Unit from all over the island.

Consultative committee to examine bandh calls

ITANAGAR, Oct 15: The emergency meeting held under the chairmanship of All Nyishi Youth Association president Bamang Taji and attended by All Nyishi Sudents’ Union, Naharlagun Market Welfare Association, students union of Papum Pare, East Kameng, Lower Subansiri and capital complex based associations has unanimously resolved to form a consultative committee comprising  all the like minded NGO’s and organizations which would reserves the right to reject or endorse any proposal of  bandh call as an autonomous body within capital complex.

“The capital complex consultative committee on bandh call shall thoroughly judge and scrutiny the issue or demands of any organisation whether it is of public interest or not. In case of any violation, the committee shall file an FIR against those organizations, who do not obey and follow the suggestion and instruction of the consultative committee.”

Further, all the damages caused during any ‘illegal bandh’ call that is not endorsed by the consultative committee would have to be compensated by the leaders of the organization concerned.

Endorsing the demand for earmarking a venue either in Itanagar or in Naharlagun to register protest in democratic manner in the form of peaceful dharna, hunger strike, peace march etc., the meeting also urged the state government to establish public grievances cell.

Meanwhile, the meeting unanimously opposed the bandh called by Capital Complex Unemployed Youth Association on October 17 and invited the association to discuss and debate whether it is in public interest or not with the consultative committee on bandh call.

 

 

East Siang bandh passes off peacefully

ITANAGAR, Oct 15: The 12-hr East Siang bandh called by All East Siang District Students’ Union (AESDSU) in protest against non-fulfillment of charter of demands passed off peacefully today.

All the public and private vehicles were off the road. Most of the Government offices remained closed during the bandh, AESDSU claimed in a release.

The bandh call was participated by all the federal units of the AESDSU, namely JN College Students Union, Bogong Students’ Union, Legong Banggo Students Union,etc. The union has announced its 24-hr second phase district bandh on October 20.

The Union has been demanding, among others, for immediate shifting of under construction JNV building from JNC upper campus, separate approach roads to polytechnic college, PHED water treatment plants out of JNC upper campus boundary, immediate eviction of illegal encroachment from upper and lower campus of JN College, Pasighat.

 

 

Dirang -- an attractive tourist destination

Dirang, a small hill station in West Kameng district has rich tourism potential with high surrounding snow clad mountains, numerous turbulent streams, roaring rivers, deep gorges, endless variety of flora and fauna and places of scenic beauty. Being conscious of the importance of tourism as a vehicle of economic development the small and homely town has recognized tourism as a thrust area and has opened up a number of tourist circuits including the Tawang monastery on the Indo-China border.

Dirang is situated 42 kms and 142 kms from the district headquarters Bomdila and Tawang in Arunachal Pradesh and is at a much lower altitude of 1497 meters/4911 feet as compared to Bomdila located at 2700 meters/8858 feet and Tawang at 3048/10000 feet. This makes the weather of Dirang much placid, breezy along the river valley making it a very comfortable and pleasing hill station to stay. The entire township flourishes along the river Dirang (Dirang Chu in local dialect) running parallel to the highway, viewing the small and cozy villages scattered around the hills, the cultivated fields, terraces, pine trees and the kiwi gardens. Bathed in the quintessential halo of Buddhism and the warmth of the local Monpa tribe helps any tourist to ward off the bone-numbing breeze of the Himalayas especially during winter.

Dirang tenders some of the most exciting spots which a tourist or traveler can explore. Some of the local attractions amid Dirang are the National Research Centre on Yak near Yewang Basti, the Regional Apple Nursery and Progeny Orchard at Rungkung, Orchid centre at Jyotinagar, Kalchakra and Palyul Changchub Dhargyeling Nyingma Monastries. To witness the other spots of interest, a tourist must travel some distance by a vehicle. The exiting places are the Dirang Dzong or Fort established in the 17th century situated at Dirang Basti which represents the authority of the monastic rule through which the Monpas carried out their public administration during the past. This fort is reasonably located at a hill-top which comprises a four storied fortified stone slabs supported with wooden logs in which the entire village could take refuge at the time of war. The entrance is provided by a wooden gate which is decorated with local architectural designs. The other famed tourist spot is the Hot Water Spring located before reaching Rama Camp where tourist and locals take bath with a believe of having curative possessions.

At a distance of 8 kms beyond Dirang is the famed Sangti Valley which is dotted with numerous picturesque spots ideal for holidaymakers. Some of the prime attractions are the paddy fields which attracts the migratory Black neck crane every year. Government organizations such as Regional Sheep Breeding Farm under Department of Veterinary and the upcoming Krishi Vigyan Kendra under Department of Agriculture, also add to the essence to the valley. The road further takes to Khaso steel bridge which is one of the most ideal places for hang outs and picnics. Every New Year of the English and Buddhist calendar welcomes hundreds of people to throng themselves to make merry, sing and dance with harmony and peace.   

The kiwi gardens and the apple orchards can be witnessed on the way back from Sangti village at Namthung and Zimthung villages. Namthung can be an ideal place for promoting angling and rafting if taken on a positive note. Zimthung situated at one of the highest peaks in the hills surrounding Dirang town is bestowed with numerous apple trees and kiwi plantations owned by private entrepreneurs. The best season to experience the taste of the fruits is August for apple and November for kiwi.

Dirang can also be ecologist’s delight as the town may act as a base camp for trekking and bird watching at villages Thembang, Namshu, Mandala Phudung, Morshing, Lubrang, Nyukmadung etc. These places are situated on mountain ridges high up with sparse houses strung far apart with surrounding virgin forests.

Some of the other tourist destinations while visiting Dirang are Chillipam, Shergaon, Tenzingang, Bangazan and Sela pass. Though these places do not have many amenities for stay but these have an intrinsic spectacular scenic beauty and an ideal place to rest for a while.
